it's a very ancient hunting instinct. they "chirp" and "click" when they're hunting, play fighting, etc. they also wiggle their butts a little to get some momentum going so they can pounce.

My cat starts to chatter when he sees a bird. I think he may be trying to tell me that there is a bird nearby without spooking it.

I’ve always heard they are hypnotizing(sp?) them to make them sit still til they catch them… I’ve seen my cats do it w/ flies…

I've had two cats 8 1/2 years now and every time they see a bird their mouths move up and down very fast making yakking sounds.
